Third-party data integration solution needed

We are in need of a data integration solution that will create records in Salesforce based on the published webservice link below. Can you give me an estimate of the amount of time needed, as well as a cost estimate, to produce a scheduled Apex job that would run on a daily basis to add/update records in SF, including the creation of image attachments from the URLs provided in the feed?
